Let's have 1 ref and 1 linesman, less whistles, more hockey! Also, let's get rid of the instigator rule and put in no-touch icing to reduce injuries. Sorry, the rule is a good rule, even if it isn't designed to satisfy the fans. It's better to be fair about the play, and this rule is there for that reason.
