I agree that there are too many penalties missed but 5 on 5 hockey is what the game is about. The scoring isn’t just going down because of fewer PP’s there is also more parity in the league, enormous goaltenders, better conditioned players making for a much smaller ice, very few players that are a liability on the ice (ie goons) and most importantly high player turnover/movement. Those Russian teams were so creative because they played together forever, that is very rare now maybe you get a couple players that you can keep together like Kane and Toews but for the most part as Seinfeld said we are really just rooting for clothes.
